Solution:
To workaround this issue, please do the following:

- Uninstall Catalyst Control Center
- Reboot
- Uninstall .Net Framework 2.0
- Reboot
- Reinstall .Net Framework 2.0 from: http://www.microsoft.com/downloads/details.aspx?FamilyID=0856EACB-4362…
- Reboot
- Reinstall Catalyst Control Center
- Reboot

If the above procedure doesn't help, then:
- Uninstall all ATI drivers and software using "ATI - Software Uninstall Utility" in Control Panel / Add or Remove Programs
- Reboot the system
- Delete the folder "ATI Technologies" under C:\Program Files
Reinstall Catalyst Software Suite
